What are the reasons prevented the delay and announcement?   

Who is the problem? Who is causing the delay?

What is the role of HNL agents in sabotaging and delaying the decisions?  

HSCF in Dallas if decided in favor of mafia and criminal HNL, it would be the end of HSCF and complete destruction of the Harari Diasporas. According to the rules the decision must been made last night, but the HSCF representatives instead of listing to the voices of the majority succumbed to their irrational fears and hidden agenda of barbaric HNL agents who almost destroyed the Dallas festival. The 2012 could not be held in Harar under repressive, undemocratic and barbaric rules of HNL mafia families. No justice in Harar and HSCF never ever reward HNL despots for abusing and torturing our miskin people.

The message for HSCF is get your acts together and standup with the people. You are not agents or representatives of uncivilized and savage HNL. The lack of decisions shows how some members within HSCF are determined to oppose their people, the level of opportunisms, lack of resolve and weakness and most of all absence of courage and denial of justice, unconcern for our miskin people. HSCF get over with it and decide against savage HNL and anything less is declarations of war against the Diaspora and Harari people.
